2. This letter (a signed printout of which is being sent to you via USPS mail) constitutes my formal, written APPEAL of your FOIA manager's failure to assign a case number to my request and to proceed with a full search for all responsive records sought by that request. Please note that the U. S. Freedom of Information Act (as amended by the Open Government Act of 2007) requires that you process this appeal within 20 working days from the date of your receipt.
3. Should you choose to ignore this administrative action on my part (or to reject it outright), I shall have no recourse but to file suit in U. S. District Court for the District of Columbia to compel your agency's full compliance in this matter. The ensuing complaint will seek full reimbursement of my attorney's fees.
