S. officials in 1965 and 1969.  This revelation may account for the U. S. Central Intelligence Agency's continued collection of certain UFO-encounter reports, to this very day.  Assuming that some form of the exchange program continues as well, how much is it costing the taxpayers, and how cost-effective has it been?  What role have such private contractors as the Rand Corporation played in the program (and why)?  Who are the U. S. Navy personnel that have been assigned to the program, and what has been their mission and duties?  What agency has been controlling/exploiting any alien technology derived from the program?  What treaty/trade agreement exists between them and us, and where are the records of that arrangement?  To what extent (if any) has Congress been overseeing the program?

2.  So that I may properly construct any appeal of your "no records" determination in this matter, I hereby submit this letter as a FOIA request that you send me a photocopy of the entire contents of your agency's case file created to process my March 17th request - said contents to include all tasking documents, listing of search-term criteria, FOIA-request tracking forms, action officers' notes/comments/recommendations, staff-coordination papers, and referrals among pertinent USCG staff.

Dear Mr. Bryant,

This letter is the final response to your March 17, 2011 Freedom of Information Act (FOIA) request addressed to the U. S. Coast Guard (USCG).  You requested copies of all pertinent USCG housed records in the category (subsequent USCG UFO-encounter cases similar to the USCGC SPENCER circa 1973) generated by post 1973 reports filed under provision [sic] Joint Army-Navy-Air Publication 146, (JANAP 146).  Your request was received in this office on March 29, 2011.

We conducted a comprehensive search of files within the Office of Cutter Forces for records that would be responsive to your request.  The search looked for information that may have been included in the JANAP 146 series Publication (the last JANAP 146 was published in 1977 as series (E)).

Currently, Coast Guard Cutter and Command Center Standard Operating Procedures do not contain procedures for handling UFO intrusion cases.  As the above JANAP 146E was last published over 30 years ago this information may be available through the nation archives [sic].

While an adequate search was conducted, you have the right to appeal this determination that no records exist within the Office of Cutter Forces that would be responsive to your request.  Should you wish to do so, you must send your appeal and a copy of this letter, within 60 days of the date of this letter, to:  COMMANDANT (CG-611); US COAST GUARD, ATTN:  FOIA/PA OFFICER; 2100 2ND ST SW STOP 7101; WASHINGTON DC 20593-7101.

Item 2.111: A Plea for UFO-E.T.-Cover-up Deathbed Confessions

 Although he wasn't on his deathbed when he began to blow the whistle on the U. S. government's UFO-E.T. cover-up, retired Army intelligence officer Jesse Marcel, Sr., did point the way for others to come forward with "deathbed confessions" as to their role in, or knowledge of, the cover-up.

Had he lived, and talked on the record, for several more years, Marcel doubtless would've become even more of an asset to today's researchers trying to pave the way for a full-scale congressional inquiry into the cover-up.

Essential to that inquiry would be the reliable, verifiable, sworn testimony (with any confirmatory documentary evidence) offered by any witness who, now after perhaps decades of forced silence, has concluded (s)he has nothing to lose by "telling all" in a deathbed confession.

Let's say that within the next few years we can round up about 100 such confessions - presumably from witnesses having only several months to live.  In short order, we'd have a volume of recorded testimony that might carry enough grand-jury-styled evidential weight to persuade the national news media and the Congress to raise their heads from the UFOsand and start asking the right questions of the right people.

Ideally, the witness's testimony should be in the form of a videotaped interview, accompanied by a notarized declaration attesting to the authenticity and veracity of the interview.  This evidence then could be stored in the declarant's safe-deposit box or other protected site, pending his or her demise.

For those who prefer not to go on camera, I've drawn up the following form for them to execute and to release at their convenience.  (Of course, the form may be used in substantiating the videotaped witness interview.)

How will they acquire copies of the form?  That's where my fellow readers and researchers come in.  If you know of any prospective whistleblowers, simply photo-copy the form and pass it on to them.

Let's all help preserve and promote Jesse Marcel's contribution to greater UFO freedom of information and accountability.  And what better way to do this than to seek the contribution of his contemporaries and his successors?

When British UFOlit-hunter/computer hacker Gary McKinnon
serendipitously discovered certain U. S. Navy records pertaining to
the operation and staffing of a clandestine, off-world "space fleet"
able to conduct interplanetary travel at will, why didn't the U. S.
Congress investigate his revelation? Congress has not just the
authority to mount that investigation but also the DUTY, starting with
such questions as (1) how much is the fleet's presence costing U. S.
taxpayers?; (2) what agency maintains the fleet's table of
organization and equipment?; (3) what do our current and past
presidential administrations know (and when did they know it?) about
the fleet's charter and interoperability with certain alien
spacefarers?; and (4) how much do the fleet's operations/activities
comply with applicable law and congressional oversight?

McKinnon's inferential revelation about the fleet's structure,
mission, and logistics leaves much room for conjecture (e.g., his
having viewed a roster of "non-terrestrial officers" assigned to the
fleet of huge, earth-orbiting spaceships). What we need now, of
course, is enough whistleblowers to come forward with verifiable
evidence corroborating McKinnon's account. If you (or someone you
know) happen to be among this group of altruistic insiders, here's
