Based on the UFO-E.T.-encounter case summarized within the text of my announcement advertisement now posted upon the web site of http://www.classifiedAds.com (see: http://tinyurl.com/yzfbuj5 ), I hereby submit this FOIA request for a copy of all Fort Bragg-generated and Fort Bragg-received records pertaining to the event (and its aftermath) as revealed by whistleblower Rob's account - said records to include the following:

(1) Any and all military police (Army and USAF) "Serious Incident Reports."

(2) Any and all photographic and audiovisual evidence secured by any military (Army/Air Force) personnel assigned to record, investigate, analyze, permanently document, and disseminate the event's relevant actions, principals, outcomes, and safeguards.

(3) Any and all official correspondence/reports, temporary-duty reports, minutes of meetings, briefing papers, and forensic-report evaluations containing any of the event's intelligence value as transmitted to such agencies as the XVIII Corps' intelligence staff, the U. S. Army Intelligence and Security Command, the U. S. Army Criminal Investigations Command, the U. S. Central Intelligence Agency, the U. S. Defense Intelligence Agency, the U. S. Department of State's Bureau of Intelligence and Research, the U. S. Federal Bureau of Investigation, the U. S. Army headquarters' Office of the Deputy Chief of Staff for Intelligence, the Department of the Army's Provost Marshal General, and the U. S. Office of Naval Intelligence.

If your processing of this request determines that any other Bragg-based/Pope AFB-based authority/unit/organization likely would have knowledge of the requested records (and their current whereabouts), I ask that your ensuing records search be coordinated with each of those responsive entities.

Since I submit this request as a representative of the news media (RNM - principally as a columnist for the newsstand periodical UFO Magazine), I expect that your fulfillment of this request will grant me full waiver of all records-processing fees to which certain provisions of the U. S. Freedom of Information Act entitle me and other persons in the RNM-requester category.

By his letter to me of Feb. 15, 2010, an American UFO researcher (let's call him "Bill," now living overseas) became a surrogate UFO-E.T.-coverup whistleblower for one of his States-side friends (let's call HIM "Rob"), who had died in October 2009. About two years before his death, knowing of Bill's serious concern about the worldwide UFO problem, Special Forces veteran Rob had confidentially informed Bill of "some photographs he took while on detail near his home base [Fort Bragg, North Carolina] in the southern U.S.A." Though Bill's enclosed copy of one (apparently) nighttime photo leaves too much to be desired in quality (because of the landed UFO's radiant energy?), Bill's letter goes on to describe the event: "Sometime during the 1980s, he [Rob] observed a huge orb-shaped UFO land on the base; he accompanied an intelligence team to the area where the craft landed; he witnessed interaction with human authorities and extraterrestrial entities. In the photograph you can see a military figure to the right of the photo, and two entities in the middle and to the left; also there is a third as well but not as clear. He said the object was around 35 feet in diameter and was on the ground for over 2 hours. His detail was part of the security force in the perimeter of this object, and it was the first time he had ever seen a UFO and for that matter an E.T. The camera he had with him was standard-issue Nikon and used to document all missions. This photo is being sent to you as my promise to disseminate this to the public to know the truth in that aliens and UFOs are REAL. It brings tears to my eyes knowing that this is what he wanted for his children and grandchildren more than anything. Sir, you may use this photograph on your website or in anything you wish. Please do not credit me as I wish to remain anonymous in all respects to this photograph; I am merely the messenger. Thank you." If you (or someone you know) can put me in touch with any of Rob's family members who may possess more details about this case (including some better-quality photographic prints), I urge you thus to help his legacy speak for itself. Meantime, as I pursue freedom-of-information access to all official Fort Bragg/U.S. Army-generated records documenting this case, I await contact from any additional whistleblowers desiring to free themselves from Bragg's historic role in UFO secrecy. Your February 4, 2010, letter to me, in which you provide me a copy of two State-originated, UFO-E.T.-related documents under your FOIA case No. 200909434, opens a wide vista for further research/reportage.

Accordingly, I hereby request, under terms of the U. S. Freedom of Information Act, that you send me a copy of the following records:

(1)  All U. S.-embassies-dispatched, worldwide UFO-encounter reports during the year 2009.  In your responsive-records search, you may wish to focus your efforts on the following "Tags" (as applied to the relevant subject matter of such electronically dispatched reports):  TSAP, EAIR, TI, and BB.

(2)  All relevant analytical case files, administrative/executive correspondence (including e-mail), briefing papers/charts, memoranda for record, agenda and minutes of meetings, intelligence estimates, decision memoranda, policy statements, staff studies, interagency correspondence, technical reports, memoranda of telephone conversations, faxed documents, material produced by/received by any and all U. S. Defense Attache personnel, and congressional-affairs correspondence.

Since I submit this request as a representative of the news media (RNM -- principally as a columnist for UFO Magazine), I expect you to grant all records-processing-fee waivers to which certain FOIA provisions entitle me.  As background on my RNM-requester status and project activity, I'm including at the bottom of this letter the text of my related announcement advertisement.

Recent freedom-of-information litigation (Bryant v. Central Intelligence Agency, et al.) has revealed that intelligence officials within the U. S. Department of State have been amassing, for more than 20 years, various U. S. embassy-dispatched reports of UFO encounters worldwide. In at least two of these cases, the originating embassies have included the CIA on the electronic report's distribution list. In both cases, the key witnesses concluded that their sightings constituted extraterrestrial spacecraft operating within view of earthly aircraft. Look for a detailed discussion of these two cases in a forthcoming installment of my column for the newsstand monthly periodical titled UFO Magazine. As I await a response to my forthcoming FOIA request to the State Department for a copy of all U. S. embassies-dispatched UFO-encounter reports during the year 2009, I invite all prospective whistleblowers to share their written testimony and other evidence showing the extent to which certain State personnel have chosen to suppress/minimize public disclosure of the department's hard-core evidence of UFO-E.T. reality -- all under liaison with such agencies as the CIA and the U. S.
